SEC. 314. SMALL BOAT HARBOR, UNALASKA, ALASKA. The Secretary of the Army shall carry out the small boat harbor project in Unalaska, Alaska, at a total estimated cost of $23,200,000, with an estimated Federal cost of $11,500,000 and an estimated non-Federal cost of $11,700,000, substantially in accordance with the plans, and subject to the conditions, recommended in a final report of the Chief of Engineers if a favorable 118 STAT. 1843 final report of the Chief for the project is completed not later than December 31, 2004.
