SEC. 573. PROCESSING OF FORENSIC EVIDENCE COLLECTION KITS AND ACQUISITION OF SUFFICIENT STOCKS OF SUCH KITS. (a) Elimination of Backlog, Etc.—The Secretary of Defense shall take such steps as may be necessary to ensure that—(1) the United States Army Criminal Investigation Laboratory has the personnel and resources to effectively process forensic evidence used by the Department of Defense within 60 days of receipt by the laboratory of such evidence;(2) consistent policies are established among the Armed Forces to reduce the time period between the collection of forensic evidence and the receipt and processing of such evidence by United States Army Criminal Investigation Laboratory; and(3) there is an adequate supply of forensic evidence collection kits—(A) for all United States military installations, including the military service academies; and (B) for units of the Armed Forces deployed in theaters of operation.(b) Training.—The Secretary shall take such measures as the Secretary considers appropriate to ensure that personnel are appropriately trained—(1) in the use of forensic evidence collection kits; and (2) in the prescribed procedures to ensure protection of the chain of custody of such kits once used.
