SEC. 301. AMENDMENT TO CHILDREN’S HEALTH ACT OF 2000. Section 1004 of the Children’s Health Act of 2000 (42 U.S.C. 285g note) is amended—(1) in subsection (b), by striking “Agency” and inserting “Agency, and the Department of Education”; and(2) in subsection (c)—(A) in paragraph (2), by striking “and” after the semicolon;(B) in paragraph (3), by striking the period at the end and inserting “; and”; and(C) by adding at the end the following:“(4) be conducted in compliance with section 444 of the General Education Provisions Act (20 U.S.C. 1232g), including the requirement of prior parental consent for the disclosure of any education records, except without the use of authority or exceptions granted to authorized representatives of the Secretary of Education for the evaluation of Federally-supported education programs or in connection with the enforcement of the Federal legal requirements that relate to such programs.”.
