SEC. 209. RELATION TO RECLAMATION LAW. No contract or agreement entered into pursuant to this title shall be deemed to be a new or amended contract for the purposes of 102 STAT. 4011section 203(a) of the Reclamation Reform Act of 1982 (Public Law 97–293, 96 Stat. 1263).
