SETTLEMENT OF WATER RIGHTS DISPUTE.
SEC. 104. SETTLEMENT OF WATER RIGHTS DISPUTE. Sections 106 and 109 of this Act shall take effect only when— (1) the United States; the City of Escondido, California; the Escondido Mutual Water Company; the Vista Irrigation Dis-102 STAT. 4002trict; and the La Jolla, Rincon, San Pasqual, Pauma, and Pala Bands of Mission Indians have entered into a settlement agreement providing for the complete resolution of all claims, controversies, and issues involved in all of the pending proceedings among the parties in the United States District Court for the Southern District of California and the Federal Energy Regulatory Commission; and (2) stipulated judgments or other appropriate final dispositions have been entered in said proceedings.
