COMPLIANCE WITH BUDGET ACT.
SEC. 111. COMPLIANCE WITH BUDGET ACT. To the extent any provision of this title provides new spending authority described in section 401(c)(2)(A) of the Congressional Budget Act of 1974, such authority shall be effective for any fiscal year only to such extent or in such amounts as are provided in advance in appropriation Acts.
