Sec. 423. Section 428 of the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2004 is amended—(1) in subsection (c), by inserting “new” before “spark ignition engines”; and(2) in subsection (d), by striking “The prohibition in subsection (e)” and inserting “The prohibition in subsection (c)”.
