SEC. 430. EFFECTIVE DATES.(a) In General.—Except as provided in subsection (b), this subtitle and the amendments made by this subtitle shall take effect 90 days after the date of enactment of this Act.(b) Exceptions.—The amendments made by sections 422(b), 426(a), and 427 shall take effect upon the date of enactment of this Act.
