Sec. 303. The Administrator should develop a plan in pursuit of the continued manned exploration of the solar system and low-Earth orbit, including but not limited to— (1) the establishment of an operational United States International Space Station that shall be permanently manned; and (2) the development of those technologies and systems required for manned exploration of space beyond earth orbit.
