SEC. 403. APPLICABILITY TO ATTORNEYS FEES. The amendment to section 3404(c) of title 38, United States Code, made by section 104(a) shall apply only with respect to services of agents and attorneys in cases in which a notice of disagreement is filed with the Veterans’ Administration on or after the date of the enactment of this division.
