PROTECTION OF BIODIVERSITY AND TROPICAL FORESTSSec. 554. Of the funds appropriated under the heading “Development Assistance”, not less than $145,000,000 should be made available for programs and activities which directly protect biodiversity, including forests, in developing countries: Provided, That of the funds made available under this section, $50,000,000 shall be made available to carry out tropical forest conservation activities authorized by the Foreign Assistance Act of 1961, of which amount up to $40,000,000 may be made available for the cost, as defined in section 502 of the Congressional Budget Act of 1974, of modifying loans and loan guarantees, pursuant to the provisions of part V of such Act, the Tropical Forest Conservation Act of 1998.
