Of the amounts appropriated in this Act under the headings “Research, Development, Test and Evaluation, Navy” and “Operation and Maintenance, Defense-Wide” $56,200,000 shall be transferred to such appropriations available to the Department of Defense as may be required to carry out the intent of Congress as expressed in the Classified Annex accompanying the Department of Defense Appropriations Act, 2004, and amounts so transferred shall be available for the same purposes and for the same time period as the appropriations to which transferred.
