SEC. 4804. CONSISTENCY WITH INTERNATIONAL OBLIGATIONS OF THE UNITED STATES. (a) In prescribing regulations under subtitle D of title V of this Act, the head of the appropriate agency— (1) shall only establish requirements that are consistent with the international obligations of the United States, and (2) shall take into consideration any applicable laws and regulations of foreign countries. (b) Section 5152 shall not be construed as conferring extraterritorial application of the provisions of such section.
