EXECUTIVE REORGANIZATION STUDY.
SEC. 1008. EXECUTIVE REORGANIZATION STUDY. (a) Report to the Congress and the President.—Not later than January 15, 1990, the Director shall submit a report to the President and to the Congress regarding the necessity to group, coordinate, and consolidate agencies and functions of the Federal Government involved in supply reduction and demand reduction in order to— (1) promote better execution of the laws; (2) provide more effective management of the executive branch; (3) reduce expenditures and promote economy to the fullest extent consistent with the efficient operation of the executive branch; and (4) reduce the number of agencies by consolidating under a single head agencies having similar functions, and by abolishing agencies and functions which are unnecessary for the efficient conduct of the executive branch. (b) Recommendations.—The report submitted under subsection (a) shall include any appropriate recommendations for legislation.
