Sec. 108. The Secretary shall prepare and submit not later than July 1, 2006, to the Committees on Appropriations of the Senate and of the House an operating plan that outlines the planned 119 STAT. 2844allocation by major project and activity of fiscal year 2006 funds made available for section 171 of the Workforce Investment Act.
