SEC. 7051. DEFINITION OF “UNITED STATES” IN REFERENCE TO TERRORIST ACTS. Section 3077(4) of title 18, United States Code, is amended to read as follows: “(4) ‘United States,’ when used in a geographical sense, includes Puerto Rico and all territories and possessions of the United States;”.
