SEC. 1103. COTTON COMPETITIVENESS PROVISIONS.(a) Repeal of Authority To Issue Cotton User Marketing Certificates.—Section 1207 of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 7937) is amended—(1) by striking subsection (a); and(2) in subsection (b)(1)—(A) in subparagraph (B), by striking “, adjusted for the value of any certificate issued under subsection (a),”; and(B) in subparagraph (C), by striking “, for the value of any certificates issued under subsection (a)”.(b) Effective Date.—The amendments made by this section take effect on August 1, 2006.
