SEC. 743. CLEANUP COSTS.(a) In General.—Section 413(q) of the Controlled Substances Act (21 U.S.C. 853(q)) is amended—(1) in the matter preceding paragraph (1), by inserting “, the possession, or the possession with intent to distribute,” after “manufacture”; and(2) in paragraph (2), by inserting “, or on premises or in property that the defendant owns, resides, or does business in” after “by the defendant”.120 STAT. 273(b) Savings Clause.—Nothing in this section shall be interpreted or construed to amend, alter, or otherwise affect the obligations, liabilities and other responsibilities of any person under any Federal or State environmental laws.
