SEC. 689d. FEDERAL ASSISTANCE TO INDIVIDUALS AND HOUSEHOLDS. Section 408(c)(1)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5174(c)(1)(A)) is amended—(1) in clause (i), by adding at the end the following: “Such assistance may include the payment of the cost of utilities, excluding telephone service.”; and(2) in clause (ii), by inserting “security deposits,” after “hookups,”.
