SEC. 6301. CRIMINAL PENALTY FOR ENDANGERING HUMAN LIFE WHILE ILLEGALLY MANUFACTURING A CONTROLLED SUBSTANCE. (a) In General.—Part D of the Controlled Substances Act is amended by adding at the end the following new section: “endangering human life while illegally manufacturing a controlled substance“Sec. 417. Whoever, while manufacturing a controlled substance in violation of this title, or attempting to do so, or transporting or causing to be transported materials, including chemicals, to do so, creates a substantial risk of harm to human life shall be fined in accordance with title 18, United States Code, or imprisoned not more than 10 years, or both.”. (b) Clerical Amendment.—The table of contents of the Comprehensive Drug Abuse Prevention and Control Act of 1970 is amended by adding at the end of the items relating to part D of title II the following new items: “416. Establishment of manufacturing operations. “417. Endangering human life while illegally manufacturing a controlled substance.”.
