SEC. 5129. AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated to carry out this chapter $8,200,000 for fiscal year 1989 and such sums as may be necessary for fiscal year 1990. Any amount appropriated under this section shall remain available until expended.
