SEC. 1303. EXTENSION OF TEMPORARY AUTHORITY TO WAIVE LIMITATION ON FUNDING FOR CHEMICAL WEAPONS DESTRUCTION FACILITY IN RUSSIA. Section 1303 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (Public Law 108–375; 118 Stat. 2094; 22 U.S.C. 5952 note) is amended—(1) in subsection (a), by striking “shall not apply for a calendar year for which the President submits to Congress a written certification” and inserting the following: “shall not apply for a calendar year to the chemical weapons destruction facility that is (as of 2006) under construction at Shchuch’ye in the Russian Federation, if the President submits to Congress a written certification, for the calendar year concerned,”; and(2) in subsection (b), by striking “shall expire” and all that follows through the period at the end and inserting “is not effective for calendar years after calendar year 2011.”.
