EFFECTIVE DATE.

SEC. 2704. EFFECTIVE DATE. Titles XXI, XXII, XXIII, XXIV, XXV, and XXVI of this Act shall take effect on the later of—(1) October 1, 2006; or(2) the date of the enactment of this Act.
