SEC. 403. AUTHORIZATION OF PARTIES TO ENTER INTO CONTRACTS. An officer or employee of the United States or the District of Columbia may contract for payment of costs or expenses related to any properties which are conveyed or for which administrative jurisdiction is transferred under this Act or any amendment made by this Act.
