SEC. 707. CONTRACTS WITH WOMEN, MINORITIES, AND SMALL BUSINESSES. The Board of Governors shall study and, within 1 year after the date of the enactment of this Act, submit to the President and the Congress a report concerning the number and value of contracts and subcontracts the Postal Service has entered into with women, minorities, and small businesses.
