SEC. 4121. DEPOSIT OF CERTAIN CIVIL PENALTIES INTO HIGHWAY TRUST FUND. Sections 31138(d)(5) and 31139(f)(5) of title 49, United States Code, are each amended by striking “Treasury as miscellaneous receipts” and inserting “Highway Trust Fund (other than the Mass Transit Account)”.
