SEC. 10142. AVAILABILITY OF ALLOCATIONS. Section 13104(a) of title 46, United States Code, is amended—(1) by striking “2 years” in paragraph (1) and inserting “3 years”; and(2) by striking “2-year” in paragraph (2) and inserting “3-year”.
