SEC. 737. DEFINITIONS. As used in this subtitle— (1) the term “applicant” means public agencies, private non-profit organizations, private businesses, and other appropriate entities; (2) the term “Interagency Council” means the Interagency Council on the Homeless; (3) the term “local public agency” means any public agency of a general purpose political subdivision of a State which has the power to levy taxes and spend funds, as well as general corporate and police powers; (4) the term “Secretary” means the Secretary of Labor; and (5) the term “State” means each of the several States and the District of Columbia.
