administrative provisions The eighth proviso under the heading of “Minerals Management Service” in division E, title I, of the Consolidated Appropriations Act, 2005 (Public Law 108–447), is amended by inserting “and Indian accounts” after “States”, replacing the term “provision” with “provisions”, and inserting “and (d)” after 30 U.S.C. 1721(b). Notwithstanding the provisions of section 35(b) of the Mineral Leasing Act, as amended (30 U.S.C. 191(b)), the Secretary shall deduct 2 percent from the amount payable to each State in fiscal year 2008 and deposit the amount deducted to miscellaneous receipts of the Treasury.
