Sec. 234. Notwithstanding any other provision of law, increases necessary to carry out section 3674 of title 38, United States Code at a level equal to fiscal year 2007 shall be available from amounts 121 STAT. 2274 provided in this title for “Departmental Administration, General Operating Expenses”.
