IRAQSec. 699K. (a) None of the funds appropriated or otherwise made available by this Act may be made available for assistance for Iraq.(b) Subsection (a) shall not apply to funds appropriated by this Act under the heading “Economic Support Fund” that are made available to rescue Iraqi scholars and for the fund established by section 2108 of Public Law 109–13, to funds made available under the heading “Nonproliferation, Anti-Terrorism, Demining and Related Programs” for the removal and disposal of land mines and other unexploded ordnance, small arms and light weapons in Iraq, or for assistance for refugees and internally displaced persons.
