SEC. 1226. SENSE OF CONGRESS ON THE CONSEQUENCES OF A FAILED STATE IN IRAQ. It is the sense of Congress that—(1) a failed state in Iraq will have a negative impact on the Middle East and United States interests in the region; and(2) the United States should pursue strategies to prevent a failed state in Iraq or to contain the negative effects of a failed state in Iraq.
