SEC. 1049. STUDY ON NATIONAL SECURITY INTERAGENCY SYSTEM.(a) Study Required.—Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall enter into an agreement with an independent, non-profit, non-partisan organization to conduct a study on the national security interagency system.(b) Report.—The agreement entered into under subsection (a) shall require the organization to submit to Congress and the President a report containing the results of the study conducted pursuant to such agreement and any recommendations for changes to the national security interagency system (including legislative or regulatory changes) identified by the organization as a result of the study.(c) Submittal Date.—The agreement entered into under subsection (a) shall require the organization to submit the report required under subsection (a) not later than September 1, 2008.122 STAT. 318(d) National Security Interagency System Defined.—In this section, the term “national security interagency system” means the structures, mechanisms, and processes by which the departments, agencies, and elements of the Federal Government that have national security missions coordinate and integrate their policies, capabilities, expertise, and activities to accomplish such missions.(e) Funding.—Of the amount authorized to be appropriated by section 301(5) for operation and maintenance for Defense-wide activities, not more than $3,000,000 may be available to carry out this section.
