SEC. 3022. COORDINATION OF FOREIGN ASSISTANCE PROGRAMS. Section 413 of the Food for Peace Act (7 U.S.C. 1736g) is amended—(1) by striking “To the maximum” and inserting the following:“(a) In General.—To the maximum”; and(2) by adding at the end the following:“(b) Report Regarding Efforts to Improve Procurement Planning.—122 STAT. 1830“(1) Report required.—Not later than 90 days after the date of enactment of the Food, Conservation, and Energy Act of 2008, the Administrator and the Secretary shall submit to each appropriate committee of Congress a report that contains a description of each effort taken by the Administrator and the Secretary to improve planning for food and transportation procurement (including efforts to eliminate bunching of food purchases).“(2) Contents.—A report required under paragraph (1) should include a description of each effort taken by the Administrator and the Secretary—“(A) to improve the coordination of food purchases made by—“(i) the United States Agency for International Development; and“(ii) the Department of Agriculture;“(B) to increase flexibility with respect to procurement schedules;“(C) to increase the use of historical analyses and forecasting; and“(D) to improve and streamline legal claims processes for resolving transportation disputes.”.
