NATIONAL CRITICAL MATERIALS COUNCIL Salaries and Expenses For necessary expenses of the National Critical Materials Council, including activities as authorized by Public Law 98–373; $400,000: Provided, That a minimum level of 5 permanent full-time equivalent positions shall be hired and maintained by the National Critical Materials Council in fiscal year 1990: Provided further, That none of the funds made available to the Council under this Act shall be used to pay other Federal agencies for reimbursable detailees in fiscal year 1990 without the advance approval of the House and Senate Committees on Appropriations.
