Section 1. That none of the funds in this Act or made available by 39 U.S.C. 2401(a) may be used to enter into any new contracts relating to the Westchester County, New York, General Mail Facility or construction thereof for a period of ninety days. During this ninety–day period, the Postal Service shall pursue alternative site locations for the Westchester GMF and at the end of that period shall report back to the Appropriations Committee with recommended alternatives. This title may be cited as the “Postal Service Appropriations Act, 1990”.
