Sec. 4201. Funds provided in this Act for the “Department of Commerce, National Oceanic and Atmospheric Administration, Operations, Research, and Facilities”, shall be made available 121 STAT. 153 according to the language relating to such account in the joint explanatory statement accompanying the conference report on H.R. 1591 of the 110th Congress (H. Rept. 110–107).
