Sec. 6307. Section 21073 of the Continuing Appropriations Resolution, 2007 (Public Law 110–5) is amended by adding a new subsection (j) as follows:“(j) Notwithstanding section 101, any appropriation or funds made available to the District of Columbia pursuant to this Act for ‘Federal Payment for Foster Care Improvement in the District of Columbia’ shall be available in accordance with an expenditure plan submitted by the Mayor of the District of Columbia not later than 60 days after the enactment of this section which details the activities to be carried out with such Federal Payment.”.121 STAT. 173
