Sec. 5703. (a)(1) The Secretary of Veterans Affairs (referred to in this section as the “Secretary”) may convey to the State of Texas, without consideration, all rights, title, and interest of the United States in and to the parcel of real property comprising the location of the Marlin, Texas, Department of Veterans Affairs Medical Center.(2) The property conveyed under paragraph (1) shall be used by the State of Texas for the purposes of a prison.(b) In carrying out the conveyance under subsection (a), the Secretary shall conduct environmental cleanup on the parcel to be conveyed, at a cost not to exceed $500,000, using amounts 121 STAT. 170 made available for environmental cleanup of sites under the jurisdiction of the Secretary.(c) Nothing in this section may be construed to affect or limit the application of or obligation to comply with any environmental law, including section 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C. 9620(h)).
