SEC. 481. DEFINITIONS. Section 481 (20 U.S.C. 1088) is amended—(1) in subsection (a)(2)(B), by inserting “and that measures program length in credit hours or clock hours” after “baccalaureate degree”; and(2) by adding at the end the following:“(e) Consumer Reporting Agency.—For purposes of this title, the term ‘consumer reporting agency’ has the meaning given the term ‘consumer reporting agency that compiles and maintains files on consumers on a nationwide basis’ in Section 603(p) of the Fair Credit Reporting Act (15 U.S.C. 1681a(p)).“(f) Definition of Educational Service Agency.—For purposes of parts B, D, and E, the term ‘educational service agency’ has the meaning given the term in section 9101 of the Elementary and Secondary Education Act of 1965.”.
