Court of Veterans Appeals salaries and expenses For necessary expenses for the operation of the Court of Veterans Appeals as authorized by 38 U.S.C. 4051–4091, $4,000,000: Provided, That such sum shall be available without regard to section 509 of this Act: Provided further, That, of the funds provided under this heading, there shall be transferred to and merged with sums appropriated for “DEPARTMENT OF VETERANS AFFAIRS, medical and prosthetic research” such amount, not to exceed $1,000,000, as the Chief Judge of the Court of Veterans Appeals determines on or before July 1, 1990, to be excess to the needs of the Court during fiscal year 1990.
