Sec. 233. Notwithstanding any other provision of law, authority to carry out activities provided for under section 1703(d)(4) of title 38, United States Code, shall continue in effect until January 122 STAT. 3714 31, 2009, unless prior to that date, authorization is enacted into law otherwise extending this authority.
