Sec. 132. In addition to amounts otherwise appropriated or made available under the heading “Military Construction, Army National Guard”, there is hereby appropriated an additional $147,000,00 0 to remain available until September 30, 2013, for the construction of facilities consistent with Army National Guard emerging requirements: Provided, That notwithstanding any other provision of law, such funds may be obligated and expended to carry out planning and design and construction not otherwise authorized by law: Provided further, That within 30 days of enactment of this Act, and prior to obligation of funds, the Director of the Army National Guard shall submit to the Committees on Appropriations of both Houses of Congress an expenditure plan for funds provided under this section.122 STAT. 3703
