PAPERWORK REDUCTION REQUIREMENTS UNDER THE SPECIAL SUPPLEMENTAL FOOD PROGRAM FOR WOMEN, INFANTS, AND CHILDREN.
SEC. 213. PAPERWORK REDUCTION REQUIREMENTS UNDER THE SPECIAL SUPPLEMENTAL FOOD PROGRAM FOR WOMEN, INFANTS, AND CHILDREN. (a) General Authority.— Section 17 of the Child Nutrition Act of 1966 (as amended by section 123 of this Act) (42 U.S.C. 1786) is amended— (1) by adding at the end of subsection (e) the following new paragraph: “(5) Each local agency may use a master file to document and monitor the provision of nutrition education services (other than the initial provision of such services) to individuals that are required, under standards prescribed by the Secretary, to be included by the agency in group nutrition education classes.”; and (2) in subsection (f)— (A) in paragraph (7)— (i) by inserting “(A)” after “(7)”; and (ii) by adding at the end the following new subparagraph: “(B) State agencies may provide for the delivery of vouchers to any participant who is not scheduled for nutrition education counseling or a recertification interview through means, such as mailing, that do not require the participant to travel to the local agency to obtain vouchers. The State agency shall describe any plans for 103 STAT. 913issuance of vouchers by mail in its plan submitted under paragraph (1). The Secretary may disapprove a State plan with respect to the issuance of vouchers by mail in any specified jurisdiction or part of a Jurisdiction within a State only if the Secretary finds that such issuance would pose a significant threat to the integrity of the program under this section in such jurisdiction or part of a jurisdiction.”; and (B) by adding after paragraph (20) (as added by section 123(a)(3)(F) of this Act) the following new paragraph: “(21) Each State agency shall conduct monitoring reviews of each local agency at least biennially.”. (b) Implementation.— Not later than July 1, 1990, the Secretary of Agriculture shall issue final Emulations to implement the amendments made by subsection (a).
