SEC. 313. EXPAND COOPERATIVE AGREEMENT AUTHORITY FOR MANAGEMENT OF NATURAL RESOURCES TO INCLUDE OFF-INSTALLATION MITIGATION. Section 103a(a) of the Sikes Act (16 U.S.C. 670c–1(a)) is amended—(1) by striking “to provide for the” and inserting “to provide for the following:“(1) The”; and(2) by adding at the end the following new paragraph:“(2) The maintenance and improvement of natural resources located off of a Department of Defense installation if the purpose of the cooperative agreement is to relieve or eliminate current or anticipated challenges that could restrict, impede, or otherwise interfere with, whether directly or indirectly, current or anticipated military activities.”.122 STAT. 4410
