SEC. 944. REPORT ON HOMELAND DEFENSE AND CIVIL SUPPORT ISSUES.(a) Report Required.—Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on certain homeland defense and civil support issues.(b) Elements.—The report required under subsection (a) shall include the following:(1) A description of the progress made by the Department of Defense to address the concerns related to the United States Northern Command identified in the Comptroller General reports GAO-08-251 and GAO-08-252, including improved coordination with other agencies.(2) A detailed description of the plans and progress made by the Department of Defense to establish forces assigned the mission of managing the consequences of an incident in the United States homeland involving a chemical, biological, radiological, or nuclear device, or high-yield explosives.
