SEC. 706. GUIDELINES FOR COMBINED MEDICAL FACILITIES OF THE DEPARTMENT OF DEFENSE AND THE DEPARTMENT OF VETERANS AFFAIRS. Before a facility may be designated a combined Federal medical facility of the Department of Defense and the Department of Veterans Affairs, the Secretary of Defense and the Secretary of Veterans Affairs shall execute a signed agreement that specifies, at a minimum, a binding operational agreement on the following areas:(1) Governance.(2) Patient priority categories.(3) Budgeting.(4) Staffing and training.(5) Construction.(6) Physical plant management.(7) Contingency planning.(8) Quality assurance.(9) Information technology.
