SENSE OF CONGRESS.
SEC. 401. SENSE OF CONGRESS. It is the sense of Congress that the President of the United States should invite America’s friends and allies to participate in a long-term international initiative under the leadership of the United States to expand human and robotic presence into the solar system, including the exploration and utilization of the Moon, near Earth asteroids, Lagrangian points, and eventually Mars and its moons, among other exploration and utilization goals. When appropriate, the United States should lead confidence building measures that advance the long-term initiative for international cooperation.
