Office of the Administrator For necessary salaries and expenses of the Office of the Administrator of the Rural Electrification Administration, $194,000: Provided, That no other funds in this Act shall be available for this Office. salaries and expenses For administrative expenses to carry out the provisions of the Rural Electrification Act of 1936, as amended (7 U.S.C. 901–950(b)), and to administer the loan and loan guarantee programs for Community Antenna Television facilities as authorized by the Consolidated Farm and Rural Development Act (7 U.S.C. 1921–1995), and for which commitments were made prior to fiscal year 1990, including not to exceed $7,000 for financial and credit reports, funds for employment pursuant to the second sentence of section 706(a) of 103 STAT. 971the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $103,000 for employment under 5 U.S.C. 3109, $31,124,000: Provided, That none or the funds in this Act may be used to authorize the transfer of funds to this account from the Rural Telephone Bank: Provided further, That not less than $500,000 of this appropriation shall be expended to provide community and economic development technical assistance by Rural Electrification Administration employees to rural electric and telephone systems, and that such technical assistance program be made available within ninety days of enactment. conversation
