SEC. 102. OTHER AMENDMENTS TO THE HOMELAND SECURITY ACT OF 2002.(a) National Advisory Council.—Section 508(b) of the Homeland Security Act of 2002 (6 U.S.C. 318(b)) is amended—(1) by striking “The National Advisory” the first place that term appears and inserting the following:“(1) In general.—The National Advisory”; and(2) by adding at the end the following:“(2) Consultation on grants.—To ensure input from and coordination with State, local, and tribal governments and emergency response providers, the Administrator shall regularly consult and work with the National Advisory Council on the administration and assessment of grant programs administered by the Department, including with respect to the development of program guidance and the development and evaluation of risk-assessment methodologies, as appropriate.”.(b) Evacuation Planning.—Section 512(b)(5)(A) of the Homeland Security Act of 2002 (6 U.S.C. 321a(b)(5)(A)) is amended by inserting “, including the elderly” after “needs”.
